We have noticed that recently social media has been spreading information about the supposed large-scale discharge from the Jinghong hydropower station in China and its impact on Laos. After verification, the relevant hydropower stations in China have been operating under routine scheduling, with stable discharge flows, and the so-called discharge news is entirely a rumor. The fact is, due to the recent heavy rainfall and rising water levels in downstream countries such as Laos, the relevant hydropower stations in China not only have not been “discharging floodwater,” but have specifically reduced the discharge flow, which is far lower than the historical average (only 30% of the average flow before the reservoir was built). The recent flooding in Laos is mainly caused by rainfall within Laos. The water flowing out of China accounts for only 13.5% of the long-term average annual runoff in the Lancang-Mekong River Basin, so its impact on downstream water levels is limited. Since the construction and operation of the hydropower stations, they have effectively played a positive role in "regulating water during flood seasons and supplementing water during dry seasons." In special cases such as maintenance of the hydropower stations, China will inform downstream countries and the Mekong River Commission of the scheduling information in advance. During major floods or extreme droughts in downstream areas, China has also made temporary special arrangements to help alleviate downstream disasters. We are also calling on Chinese organizations and citizens in Laos to take action to provide emergency relief to the disaster-affected people in Laos, and specific information will be released subsequently.
