LMLECC Convenes the Debriefing Meeting for Joint Operation SEAGULL

1月21日，澜湄执法合作中心在中国云南省昆明市召开“海鸥”联合行动总结会，柬埔寨内政部、中国公安部、老挝公安部和国防部、缅甸内政部、泰国皇家警察、越南公安部派出代表团参会，联合国毒品与犯罪问题办公室、东盟警察组织等国际组织亦应邀参会。

On January 21, LMLECC convened the Debriefing Meeting for Joint Operation SEAGULL in Kunming, Yunnan, China. Delegates from the MOI of Cambodia, the MPS of China, the MPS and MOD of Laos, the MOHA of Myanmar, Royal Thai Police and the MPS of Vietnam attended the meeting. And representatives of UNODC and ASEANAPOL also attended on invitation.

中心通报了“海鸥”行动的开展情况及取得的主要工作成果，表彰了工作突出的相关行动参与方，介绍了中心拟于2025年度启动实施的“海鸥”行动第二期工作方案。各行动参与方梳理与总结了自身工作，分享了各自成功的执法实践与经验体会。各方一致认为，中心科学谋划、周密组织了此次行动，凝聚各国执法资源，形成了域内打击治理电信网络诈骗犯罪与枪支弹药走私犯罪的有效合力，发挥了不可替代的区域执法合作平台作用，取得了预期实效，有力维护了区域安全与稳定。

LMLECC briefed the meetingon the implementation of Joint Operation SEAGULL and its main achievements, presentedrewards to participating parties with excellent performance during the operation, and introduced the work plan for Joint Operation SEAGULL PhaseⅡ.All parties summarized their own work and shared their successful law enforcement practice and experience. And all parties unanimously agreed that LMLECC scientifically planned and thoroughly organized Operation SEAGULL, which integrated regional law enforcement resources, created the synergy from all parties to address telecommunication fraud and firearms, played an irreplaceable role as a regional law enforcement cooperation platform and produced expected results, and effectively safeguarded regional peace and stability.

2024年8月至12月，为落实澜湄合作第四次领导人会议精神及《澜湄合作五年行动计划（2023-2027）》，中心组织实施了“海鸥”联合执法行动，协调柬、中、老、缅、泰、越六国执法部门共同打击区域电信网络诈骗犯罪及其衍生犯罪与枪支弹药走私犯罪，取得了务实工作成果。经初步统计，行动期间，各方总共破获以电诈案件为主的各类案件160余起，抓获犯罪嫌疑人7万余名，解救受害人160余名。

During the period between August and December of 2024, in order to implement the outcomes of the Fourth Leaders’ Meeting on LMC and the Action Plan for LMC (2023-2027), LMLECC carried out Joint Operation SEAGULL, through which LMLECC coordinated law enforcement agencies from Cambodia, China, Laos, Myanmar, Thailand and Vietnam to address telecommunication fraud and its related crimes as well as arms smuggling. According to preliminary statistics, Joint Operation SEAGULL has achieved pragmatic results, which could be exemplified by the clearance of over 160 cases mainly involving telecommunication fraud, the capture of almost70 thousand suspects and rescuing of over 160 victims.

今年，中心将适时启动“海鸥”联合行动第二期，继续聚焦打击电信网络诈骗犯罪及其衍生犯罪，特别是全力解救各国失联、被困人员，切实维护区域各国人民生命财产安全与区域安全稳定。

This year, LMLECC will timely launch Joint Operation SEAGULL Phase Ⅱ, which will continue to focus on the crackdown on telecommunication fraud and its related crimes, especially making every effort to rescue missing and trapped people from various countries, thus effectively safeguarding both the life and property security of the people in the Lancang-Mekong Region and regional peace and stability as a whole.
